Supplier Diversity Development

SBE/DBE Program Management

The PPG understands the complexity of major projects such as in the construction discipline. While this highly involved process brings challenges, The PPG ensures that in spite of the complexity of a project, the SBE/DBE program management functions smoothly. The PPG’s role covers the following areas:

  • Construction administration services including assisting the general contractor to acquire SBE/DBE firms using The PPG’s extensive database; helping SBE/DBE’s to obtain certifications; subcontractor bid reviews; and SBE/DBE selection
  • Financial management including subcontractor financing and assistance in obtaining bonding
  • Contract review and compliance including general contractor - SBE/DBE mediation and pre/post project contract review
  • Vendor management including project milestone tracking; project schedule management; capabilities assessment and procurement opportunity outreach

Program Advising

The PPG assists prime contractors to develop and implement programs that achieve the goals and objectives of their corporate client’s SDBE programs.

  • Planning
    • Assisting primes in the identification and selection of subcontractors
    • Assisting prime contractors to prepare a Utilization Plan in response to RFP’s
    • Facilitating the introduction of SBE/DBE’s to potential prime contractors
    • Coordinating and participating in industry review meetings and contractor events
    • Working with area chambers of commerce and contractor associations to apprise members of upcoming subcontracting opportunities
  • Implementation
    • Advising prime contractors about initiatives that support SBE/DBE participation
    • Supporting primes in using SBE/DBE’s to fulfill contract objectives
    • Maintaining records and documentation of specific reporting requirements to identify and award subcontracts to SBE/DBE’s
    • Ensuring compliance and successful participation of SBE/DBE’s in client projects
  • Support
    • Mentoring and developing outstanding SBE/DBE subcontractors
    • Conducting targeted community outreach programs to bring visibility to prime’s procurement opportunities
    • Providing technical and financial assistance to SBE/DBE’s
    • Developing an availability/capability template to evaluate SBE/DBE’s
    • Identifying required skills and areas of expertise not currently available from SBE/DBEs
    • Identifying and recruiting potential sources to meet unfulfilled procurement needs
